tiny piece 2" tall and 1 3/8" across diameter at top opening...

no markings

This looks like a "hair jar" My Grandmother had on on her dresser. Her fell to her waist, but it was always in a bun during the day. She would brush her hair every morning & put the loose hair in the jar.

I agree with sanmar that it may be a hair jar. In that case, it may be missing a lid. The one I have had a lid with a good-sized hold in it for tucking the hair down into the jar. Maybe not all "hair receivers," as they're called, had a lid. . . .

No clue what it is but it looks way too small to be a hair receiver.

But, then, it's late in the afternoon and the sun's over the yardarm and who knows what happens next!

Perhaps it is a top to a another object?
Flip it over. The top is rounded from the view of the picture. Is it flat?

Could be an old salt shaker without the top. Some Victorian salt shakers were made from beautiful art glass.

The opening seems too wide for a salt shaker. I think toothpick, too. Blue milk glass, Victorian toothpick holder. It's very pretty - should do well. Put it in the EAPG section (Early American Pressed Glass).
