this belongs to my sister-in-law and we were just speculating on what it is. It's 21" long, the shell is 11" and overall it weighs about 5 pounds. Yes it has some stamp on the bottom but someone has painted silver on the bottom and you can't read it anymore.

You have the remains of a Victorian silverplate centerpiece. It may originally have had a matching shell on the other side, with additional items mounted on the center post. Books on Victorian silver and antiques will probably show similar ones. These could be quite elaborate, and also incorporate glass dishes/vases as well.
