Starting 6 June 04, sellers on ebaY UK will no longer be able to pass
along surcharge fees to buyers, even though this is legal to do in the
UK. Currently sellers can pass on ebaY, PayPal, MoneyBookers and other
payment system fees, but will no longer be able to do so. Those sellers
with merchant charge/debit card accounts, will be able to pass on these
fees as before. Sellers can also pass on escrow fees, currency exchange
fees (they must be disclosed in advance) and charge a postage and
handling fee.

You missed the most interesting part of the announcement:
...this is not a credit or debit card transaction, but an electronic money service transaction.
Which is why chargeback rights should not apply, vis a vie the same arrangement Western Union Auction payments (BidPay) works under. You are not purchasing anything with PayPal, you are simply exchanging real money for electronic play money. Of course this opens a whole new can of worms for PP users, but what else is new (except a new TOS)?
MoneyBookers users are not affected as the sender pays the 1.0% (maximum EUR 0.50) fee.

No, not directly (but probably through the usual methods) as the UK eBay TOS prohibits it. For a long time eBay Deutschland/Österreich permitted passing on listing & final fees as auction law is rather different in German speaking areas i.e. reserves are forbidden.
