I don't know what the writing on the side translates to, but the bottom reads Wieniger since 1828 in Munich. Looks like it could be a coffee cup.

"Kaffeehaferl" is "coffee cup"
Judging by what I've seen through Google "Partenkirchener" is a place in Germany.
So it would seem to be a souvenir cup.
