I had a winner send this to me after I sent the "win" email. My auction clearly states that I only ship to canada and europe and that I do NOT accept paypal payments. I offer auctionpayments.com instead. I also state that international bidders can use a money order or cashier's check drawn on an institution based in the USA but recommend auctionpayment for that as well. Anyway. please read below and let me know what you think. Fraud or legit?

"Thank you for your prompt reply on the closing of the auction. I don't know how I missed it but I only pay by Paypal, since I am out of the country. My paypal account is drawn on a US bank however, so that houldn't be a problem. I am located in Malaysia. If you will still consider my purchase using Paypal, would you send me complete shipping info and I'll get right on it."

I believe Malaysia is one of the prime areas for fraud...stolen credit cards, etc.

I would insist on Money order or cash (at their risk). I definitely would not accept Paypal and would still hold them to the deal.

Our Malaysian customers pay us by bank draft or wire. Paypal isn't available to residents of Malaysia - not that we accept PayPal and the huge risk of chargebacks on international shipments coupled with loss of item.

We do accept intl bank transfers or moneybookers for low cost items as they offer good "buyer fraud" protection. Almost 95% of our customers choose to pay by direct bank transfer or deposit - free to both parties (usually).

what is the item??
he said his paypal account is linked to a US bank, this means nothing to you.
What is important is where you are going to ship the item-if it is his US bill to addr then you are protected, else you get no seller protection.
He can use paypal to buy a money order, may be someone on this forum can be more specific if the money order can be made out to a third party??

Yes, when I saw Malaysia in his email, a big yellow flag was raised. I sent the below reply and haven't heard from him yet. I'll ship to the US but NOT to Malaysia. I really don't want to do a wire transfer to my bank account. I think he can use western union and it should work out ok. The only other time I had something like this was with a buyer in Russia. He used western union to wire me the money. It was alot of money and for a HUGE stone he wanted shipped. I was very worried but it worked out ok. Here is my reply to him below:

"I am sorry to say I do not accept paypal payments. You might want to use either
auctionpayments.com which is owned by Western Union or just use western union to wire the payment to me. I recently had a bidder in europe do that. Where did you want this shipped? Inside the US or to Malaysia? "

if he has a US bank account,he could also do ACH(AUTOMATED CLEARING HOUSE) online,if he is signed up to do online banking.
He may be telling you he does not have a credit card to do western union thru auctionpayment.
so if he can use paypal to send you a money order,it is just as good as western union money order.

Interesting, I never received a reply to my last email to him. I think I'll wait a few days and send another email. See what happens from there. Thanks everyone for your support with this.

Three days ago I sent this:
---------------
I am sorry to say I do not accept paypal payments. You might want to use either auctionpayments.com which is owned by Western Union or just use western union to wire the payment to me. I recently had a bidder in europe dothat. Where did you want this shipped? Inside the US or to Malaysia?
-----------------------
Finally got a reply today Notice, he never answered the question as to where he wanted it shipped. Here it is:
------------------------
I must apologize, but I can't seem to get Autionpayments to work and it doesn't make sense to me to pay an additional 5-10 bucks to have the wire sent to you. I hate to ask this but could you relist it, since, I can't pay in a convenient manner to suit both of us.
-------------------
Here is what I am just about ready to send back to him.

To use Auctionpayments.com you have a credit card or debit card and my email address which you already have. I called western union. It should cost appox 22 ringgits for a wire transfer which is WAY under $5 - 10 US Dollars.

The important informantion is WHERE did you want this shipped to? INSIDE the united states or OUTSIDE the UNITED STATES DID you want it shipped to Malaysia? I don't know how much it would cost to ship there?
-----------------
fraud? or is it stupid? or both? What a waste of time.

Have you contacted Paypal about this? My guess is that it's a hijacked account he's using. Probably from someone who answered one of those " security update" emails.

Sparkz, you are good! I never thought of that! Maybe the ebay account is also hijacked. This bidder has over 100 positives going back to 2001. That's why I thought he was for real.

I just checked his feedback and it has been for 1 - 3 dollar items. the stuff he has been bidding on recently.it has been from $1 - 100 items! 126 items in the last 30 days with the $100 items in the last few days. INTERESTING.

Should I pull his contact info just for grins and see if he has a US address? Ebay has him listed as being located in the US
