i had my first auction appear with the paypal credit program logos...my monthly payments schedule much less than comic books!!!!!

...thought i would copypaste these two clauses from 'user agreement.'

UNDER BUYER PROTECTION CLAUSES....

buyer reasons to file a claim...

For items purchased on eBay, the item delivered by the seller is 'significantly not-as-described' in the item listing. An item is 'significantly not-as-described' if the eBay seller clearly misrepresented the details of the item in a way that affects its value or usability. Only items purchased in eBay listings are eligible for 'significantly not-as-described' coverage. Please note that this does not include cases where you are merely disappointed with the item or where the item did not meet your expectations. Reasons that an item may be considered 'significantly not-as-described' include, but are not limited to, the following:

The item is completely different than what the seller had presented in his listing.

The condition of the item is significantly different.

The item in its received state is unusable and was not disclosed as such.

The item is not authentic and was advertised as authentic in the listing.

The item is missing a major portion or quantity.


There may be times when the characteristics of the item or the situation do not exactly match the listing in all respects, but do not render the items 'significantly not-as-described'. PayPal encourages all buyers and sellers to communicate with each other before and after the transaction to prevent these issues from occurring. For items that do not qualify as 'significantly not-as-described', we still encourage the buyer and seller to find an equitable solution. PayPal will reserve the right to make a decision on whether an item is 'significantly not-as-described' if the buyer and seller cannot agree. Once PayPal has made a decision on a 'significantly not-as-described' item, that decision is final and cannot be appealed.

UNDER THE "SELLER LIABILITY CLAUSES."

Seller Liability and Other Responsibilities. If you are a seller, you agree to respond to any PayPal inquiries regarding a claim filed against you within the time specified. If you fail to respond to PayPal's request for more information, you forfeit your right to appeal and the refund will be paid to the buyer from your PayPal account. You must respond to PayPal's inquiries. You may only appeal PayPal's decision if the claim was for an item "significantly not as described" and the item was no longer in its original condition when the buyer returned the item to you.

In the event that PayPal grants a buyer's claim against you under this PayPal Buyer Credit Policy, and you do not qualify for the Seller Protection Policy, you agree to hold PayPal harmless and to reimburse PayPal for the full purchase amount, from either your PayPal account or by other means.

Please note that the PayPal Seller Protection Policy does not cover you for claims on 'significantly not-as-described' items. PayPal recommends that you provide thorough descriptions and photos of the actual item in the eBay listing to protect yourself against 'significantly not-as-described' claims. [1]

In the event that a claim for a PayPal Buyer Credit payment is decided in the buyer's favor, you are responsible for reimbursing PayPal for the full amount refunded to the buyer. This could mean that your PayPal account balance will go negative for the entire purchase amount. In addition, if your account balance becomes negative, your PayPal account access may be limited until PayPal has been reimbursed for the full amount of the refund. If a claim is filed against you, we recommend keeping sufficient funds to cover the refund of the payment in your PayPal balance to avoid having your balance become negative.

paypal never get involved with item not as described,so if you sell an item to someone who pays you thru this credit policy,you have to ship to confirmed addr,use online tracking DC,if over 200,have signature receipt and then take many photos and PRAY.
Lets say buyer files complaing that the item is SIGNIFICANTLY NOT AS DESCRIBED and paypal rules in your favor.
The buyer can still file chargeback with his cc issuer and hit paypal.
What will paypal do then??

That new "shield" after the PP icon gives paypal the right to reverse the deal as long as paypal thinks it was inadequate for any reason. The SPP is out the window if you have the shield in your auction.

I called and told pp to get it the heck out of my auctions and I think everyone should.
