I just sent a payment reminder to a buyer of an eBay item that she won and did not pay for yet. Seems I just got an auto reply that goes like this~
MY PAYPAL ACCOUNT IS TEMPORARILY UNDER
INVESTIGATION FOR A SUSPICIOUS TRANSACTION THAT
I REPORTED OF SOMEONE WITHDRAWING MONEY
FROM MY ACCOUNT UNAUTHORIZED - please relist any auctions that I have won due to the fact I cannot pay at this time. I appreciate your cooperation and hope that you understand and will not put negative feedback on me because as you can see I am a prompt payer
I can even send a reminder to pay your seller. I get a link that says "start a dispute"!
This is new to me. Has this happened to anyone else? So they get away without paying for the item. The seller gets stuck for the eBay fees or does eBay credit your account?

she can always send you a check or money order.
Ebay will not refund your listing fee but you can file for Final value fee and neg her for non payment.
or you can insist once the investigation is over,she can pay you via paypal.
