You sure timed that question right. I just filed my first one under the new system 5 minutes ago. If you go to your My Ebay Selling page, on the left column near the bottom will be a link to report unpaid items. It's pretty straight forward but take your time and read everything. They will ask for the item number and then you will click a drop down box and click the reason. Stay away from anything that smacks of mutual agreement to end transaction. In my opinion, the two reasons are too closely intermingled on the same page. Ebay will send them a reminder and they have 7 days to respond. I'm still not clear where the message console is or how I will know if they respond. I suppose Ebay will send me an email. If they don't respond, or if I don't like their response, I'll be able to file for the FVF. I'm hoping someone on this forum will have completed one by the end of the seven days and report back here on what happened ofter the initial filing and maybe walk me through it. Otherwise, I'll have to blunder through it myself. I'll let you know what happens.

Sorry...I misunderstood. I think you go back to the original link and when you enter the item number it will take you to the correct page, but I'm not really sure. It'll be 7 days before I can find out

I filed a UPI (aka NPB) last week. On the eighth day after I filed, I clicked on "Unpaid Item Disputes" under Selling Links on the lower left-hand side of My Ebay. It will give you a list of every NPB you've had in order of when you filed them. So your new one should be at the top of the list. Scroll over to the far right and it should say "eligible for credit" or something to that effect. Click on the word "view" on the left-hand side of the auction title. This page will show you any and all communications from you or the bidder. There should be a place to click "I won't want to communicate with this bidder anymore" somewhere on this page. After clicking that you will be granted the FVF.
It's really much easier than I just made it sound!
Of course, the same day I got my FVF back, I received a check in the mail from my NPB.
You will want to save it in your favorites as it is a pain in the rear to find.
Then find the person who you wish to file on.
1. Click on view.
2. Here is where it becomes very confusing. If you want to file your FVF, first you must click the "close dispute" icon. Once you do that, you need to be extremely careful. You will get one of two screens. If you are eligible for the FVF, you will get a page where you have an option to either click "We've completed the transaction" OR "I no longer wish to communicate with or wait for the buyer" button. It will default to the completed transaction and you will need to change it to get your FVF. Then you can click the close dispute button to get your FVF.
The other senario that you will get when you click the first "close dispute" button is a default to a we've completed the transaction page with no option for a FVF. If you get this, Ebay thinks that you have not allowed enough time between filing your NPB and your FVF. It is suppose to be 7 days now, but my first experience with the system took 9 days.
Also, you will want to check all of the items in your dispute console (link I provided) Turns out that ebay lied when they stated your previous NPB's will carry over to the new system. In both of my selling id's, none of the NPB's carried over and I was lucky enough to have enough time left to refile.
