A few weeks ago I mentioned that an international customer place a claim stating he didn't receive his goods from me. The day I received the email from Pay Pal, I sent them the Express Mail tracking number. Weeks went by with no refund back to my account. This buyer didn't want to pay the customs fees so his post office was holding his box until he paid (that is what caused the delay). Finally he paid the fee and his good were delivered.
Well, I asked him over and over to inform Pay Pal that he had received his goods. He ignored all my requests.
I call Pay Pal and asked them when I would receive my money. The Pay Pal rep said it would be any day now. Hours later I receive an email stating that I "lost" the case because I didn't provide a tracking number!
I lost it. I called them and asked why he was refunded his money and gets to keep the items.
I filed an appeal and won but no money was returned to my account . I called again and this time they could offer me no explaination but in 48 hours they would return the money into my account.
This bidder left me a "positve" feedback. Sure he is happy, he received $300 worth of goods for free.
Even Ebay got into the act and wrote to the bidder and told him he needs to pay for his items but he didn't respond back to them either.
So now he will get a nice surprise on his credit card bill when Pay Pal takes the money out.
The rep I talked to told me that changes were coming that will give the seller more protection in the future. However he was not free to provide any details at this time.

Well, it's only about time! By now I'm only accepting PayPal with US confirmed addresses, no international at all, no unconfirmed addresses.

To be blunt, I donna believe that PP will go in that direction...
My guess is that eBay has been gradually transforming PP into what BillPoint was before the merger -- and BillPoint provided absolutely 100% NO protection for sellers.
The competition from BillPoint forced PayPal to come up with a very modest sellers' protection policy, that I'm sure has cost them a fortune...
Without that competition, there is no longer any reason for PP to offer anything in the way of real protection...and what protection there was has been slowly eroding ever since...
Now, with feeBay's new Bidder Instant P&M Policy, all I can see down the road ahead is...TROUBLE!

Oh this is just lovely.... I rarely get complaints from USA customers but I can see my International customers abusing this thing.

there is no Paypal seller protection for overseas transaction,it does not matter if you have express mail tracking number or not.
But express mail implies 250 ?? dollars worth of insurance,if he said he has not received it,you can file claim.
If he has received it and looks like he has,then he is committing mail fraud.
speak to an USPS express mail fraud investigator on Monday.
What country is he in??

Some CLOWN right here in the GOOOD OLE U.S. of A. Still has my product AND his MONEY Back! compliments of PAY PAL. That was MONTHS ago. He did the NEW and ENHANCED not as described trick! It worked for him. Get real PP there are at LEAST 20 sellers selling the EXACT same MISDECRIBED item as MINE! Misdecrbed my,,,,,,,,,,well you know He gave it shot, and it WORKED in HIS favor! He is now negative one,,like he CARED about that feedback balony..He never did ANYTHING in the e bay account again.
You will NEVER see your MONEY or Product VIA pay pal that is, BUT now this POSTAL Inspector Fraud thing throws a WHOLE new light on it. I used UPS.

Oh great, in the frequently asked questions it says the buyer can pay on the ninth day and start the 'not received' process on the 10th day. How is that fair? Oh it does say they should consider when they paid but the non-readers will miss that part.

Pay Pal finally refunded me.
They tried to contact the buyer and let him know since he has his merchandise he is responsible for paying for it. Of course he never responded to Pay Pal's, Ebay's or my emails.
Hopefully Pay Pal refunded me with Pay Pal's money since the customer is unwilling to pay on his own. I wonder if they can charge his card ????
