In February PayPal will be making a change to the PayPal Payment Receiving Preferences available to Premier/Business account holders. Based on analysis and community input, the option to block customer payments funded by a credit card when the sender has a bank account registered with PayPal will no longer be available. Doing so should improve the overall efficiency of the marketplace, while offering greater clarification regarding the PayPal User Agreement.
Sellers should not experience any noticeable changes to the way payments are received. Improving the transparency of the process for buyers will likely reduce the potential for buyers to drop out of the payment process or for nonpayment, as some buyers become confused by the preference blocking credit card payments and fail to complete the transaction.

I can't believe this! At first I thought that the email from Paypal explaining this new policy was fraudulent.
