some people are just plain opposed to the idea of sales tax, no matter what amount it is

Here's my nominee for cheapest customer ever (and dumbest)-
Guy wins an item from me. $9.99 is the total. He sends cash. Instead of putting a $10 bill in the envelope, el cheapo puts in A $5 bill, and 4 $1 dollar bills. He then scotch tapes three quarters, two dimes, and four pennies inside the envelope, and seals it. (All this to save ONE CENT)! Only after he gets to the post office does he find out the extra weight of the coins inside the envelope now require him to add another $.23 in postage. I don't think we'll be bumping in to this guy at Barnes & Noble anytime soon.

I love that reasoning....
"no sales tax, hence shop online"
Hmmm, how about HENCE a shipping cost.
The sales tax would be less if he bought it in a store than paying for postage.
My winner of the cheapo contest was one customer wanted .47 refund for what he considered overcharging. It was stated as flat rate shipping in the auciton, he happened to live in a nearby state so the postage was a bit less. I refunded it through Paypal and was surprised he didn't want compensation for Paypal fee.

Enclose in package:
Dear Auction Buyer,
Thanks for your business!
Since you do not live in my state, I have not charged you sales tax. However, please be aware your state has a use tax which you are required to pay on any purchases you make out of state. The use tax rate is the same as the sales tax and you must pay it when you file your state income tax return.
To help you with the calculation I have enclosed a copy of the report I sent to your state taxing authority. Be sure to pay that amount so it will match their records.
