What do I do about this ? A buyer won a bid on a childs comforter and I couldn't access the web site to get the exact quote. Then the next morning customer checkout and paid with Paypal and didn't add the shipping.I have tried unsucessfully sent about 4 emails and they keep coming back as a Error. Do I ship item and ignore the shipping or wait to buyer responds to me? Or call Ebay for telephone number.

Do as ebayvet says. If you keep the amount that the person paid you, then you are accepting it as payment in full. One of those legal technical issues. Issue the refund and send the PayPal invoice. If then, they do not respond, do your NPB and FVF and move on.
Also, if their e-mail address listed on ebay is now bouncing, turn it into ebay as bad contact info so they either update it or become NARU.

Did that refund thing ONCE,,,,,they slithered out of the deal, NEVER again,,,thank you for the partial payment, please send the stated shipping amount....many do,,,,some don't..those who don't,,,they get nuthin' shipped. it's a PARTIAL payment. Never had no LEGAL problems about it.....don't suspect any in the future. pay the FULL amount or ya get nutin' honey. some may disagreeyou do whatever you feel....I feel the money and I want it all...

I'm with Jack. The second payment only costs $0.30 more for Paypal. If you refund, you risk loosing the whole thing.
If after a few days you still don't have the shipping cost, send them an email stating:
"Thank you for your purchase. Since you did not include anything for shipping, I assume you plan to pick this order up. Instructions follow for picking up an order in Ohio..."
It has worked for me EVERY time.

I would refund payment and tell them to resubmit the correct amount. I put in all my auctions that I return all payments that do not include shipping charges. After I started doing that the problem seemed to go away. I think some buyers do it just to see if they can get by with it.

I just went through this same situation for the past 3 weeks. Buyer paid only store price. I sent email asking for shipping. Said she couldn't access paypal to pay shipping. I refund entire thing. Send new invoice with shipping included. Buyer pays again--no shipping. Send another email saying shipping needs to be included. She sends me 3 email addresses that don't work. She pays me again just store price of item. So, this time I refund partial payment from store price to cover shipping and send her an email explaining what I did and that her shoes are on the way. She said ok. Craziest thing! She just didn't get it. I send one email asking for shipping, if they don't do it, then I refund entire thing and send a new invoice with shipping included.

I don't get it. You have the merchandise AND the money.
Why go through all that rigamarole? If they want the merchandise shipped then MAKE THEM PAY THE SHIPPING!
This is NOT a problem. The buyer wants to play a game, but YOU hold all the cards at that point in the game.
Simply keep the money you have and send them an invoice for the difference.

Hi all,
Vickrose, try sending your bidder an eBay invoice. You can do that from your My eBay page.
Here's why:
Last week I had a high bidder from France. I knew from her previous emails her English skills were a bit on the light side, if you know what I mean. She paid, through PayPal, before I could send her an invoice. Her payment included U.S. shipping, which made it a few dollars low.
I sent her an email (written in French) but I didn't hear from her. My suspicion was my emails weren't reaching her. So I sent her an eBay invoice. My copy of the invoice was in French.
The surprise was when I went to PayPal to refund her original payment, it was already refunded. Today she sent the correct amount.

The problem replay is if you accept the partial payment, it is legally binding that you accept it as payment in full. You may never have to go to court over it, but if you do, you lose.
You are much better off losing the sale then potentially commiting a crime by not sending an item with payment in hand.

Says who? It *IS* payment in full for the item. If they pay for the merchandise, it's theirs. If they want it shipped, that's extra, as the terms of the auction state. If they don't wanna pay for shipping, let them come and get it.
Or they can sue me for twenty to fourty bucks if they want. I doubt it'll ever happen. My stuff isn't expensive enough for anyone to bother.
I make enough real mistakes on my own... I don't have time to play with cheapasses who want to play games over nickels and dimes.

Me in California,,,,,So a buyer in New York sends partial payment, I take it. I have NOT accepted it as FULL payment. Where is this LEGALITY stuff? Better! A LOCAL to me,,sends PARTIAL payment, I take it. For $2.98 postage I,,,,,am going to have some COURT problems? hahahaha, I doubt it VERY much....A Court would NEVER even waste their time.....

thanks for all these replies.I have refunded the money in the past on a another customer and never received another payment. But in this case the email finally went through and he paid the shipping. I told him I would not ship until I recieved the shipping and I was paid another payment through Paypal.The package is being mailed Monday.
