I agree with Max. Looks like a doorknocker. My first impression was a solid steel fishing lure. For catching steelhead trout

Max: I thought that myself and it might be a knocker. However, the way it is designed it would require pad or anvil of significant thickness to allow the striker on the bottom to hit squarely, perhaps part of a bell. Who knows!!
