I bought an item that was totally misrepresented. Here's an example I'll use - I bought a chenille bedspread to cut up for pillows. The pictures were good and the spread looked great but said that there were a couple of holes on one side. When I got it, it was really faded and full of holes and old mends. Really not good for anything. I wrote to the seller and told her what I found and asked her if I could return it. It cost me $20.00 shipping and will cost me another $20.00 to return - the item was $34.00. I told her I could send pictures of the damage so she could let me know if she'll refund my postage and she said she will NOT refund any postage no matter what. I've never run into a rude person before so I don't know what to do. Can you help?

Try the good ole "Dramatically not as described" PayPal chargeback method and see what happens. you definately are going to take a neg on but if it's between eating $54 and eating a neg, whch would you choose?

It doesn't sound like they plan to budge but you could try to appeal to them by stating that it was not at all suitable for the advertised purpose. I would say something like "everyone can make a mistake, so perhaps you were not aware that this blah blah blah....."
If that doesn't work - try the charge back. Good luck

severly or dramatically not as described would only work if you use paypal payment plan-where you pay by installment with your credit card,it is conducted with GECC.

Here's the scoop on whether or not you can be eligible for a paypal complaint:
"Transactions Covered by PayPal Buyer Protection
If you paid for an item and never received it or received an item that was significantly not as described, your transaction must meet each of the following requirements to be eligible for PayPal Buyer Protection:
The PayPal Buyer Protection icon must be displayed in the Seller Information box on eBay
Your purchase must be a physical item -- services and intangible items are not covered
You must use PayPal to pay for the item and must use the seller's email address associated with the listing. To make sure of this, use the grey Pay Now button you'll see when the listing closes on eBay.
PayPal Buyer Protection Rules
You may only file one claim per PayPal payment
Claims must be filed within 45 days of the PayPal payment
You may not file a claim if you are simply disappointed with the item you have received. Items must be significantly not as described or never received.
You are limited to three PayPal Buyer Protection refunds per calendar year.
Refunds issued on PayPal Buyer Credit transactions may apply towards this limit. Learn more by reviewing the PayPal Buyer Credit Policy.
You must be willing to provide information during the investigation process. If we are unable to obtain the necessary information, your case may be cancelled without a refund."

How does Paypal decide if something is SIGNIFICANTLY NOT AS DESCRIBED?
an old quilt with 2 holes versus 10 holes?
a box of rocks instead of a laptop??

Thanks for all your help. This person is just miserable and hard to deal with - something I haven't encountered.
Ladyjewels, I was very diplomatic in my emails. I sell too and anyone can overlook something, so I've done that. She's still miserable.
How do you do a chargeback? I paid with Paypal about 3 weeks ago. Should I tell her about the chargeback first as one last attempt to solve this? Thanks VERY much!

You have said this several times, but you are wrong. I have done this on a DVD purchase and got my money back.
You are right that there is no way for PayPal to know, but there is no way for them to know whether or not international packages have been delivered either. That doesn't stop them from refunding the buyers their money back when they file.

with your dvd purchase,you said you got your money back.
did you get it by filing paypal complaint or did you do a chargeback with your cc issuer??

chargeback is with your cc issuer,you have to call them to find out,usually you write them to tell them you are disputing the charge and they will notify paypal and paypal will notify your seller to produce proof of delivery.

Stop, I think I used my Paypal balance to pay for this item. I've filed a complaint with Paypal, so we'll see what happens. I sure hope it was nobody here. She was really miserable, so it could be Twelve in disguise.
