Have they changed it to include shipping to other countries from the US? I've been out of the loop lately and was just reading throught thier site but it wasn't making any sense to me.

Not yet. Canada is suppose to be supported in the not too far future, but right now, you accept PayPal from international, you are not protected.

Seller Protection Update

Notice Date: May 13, 2005
Estimated Effective Date: June 17, 2005
Beginning June 17, 2005, the PayPal Seller Protections Policy will be applicable to payments between buyers and sellers in the UK, U.S., and Canada. Additionally, the Seller Protection Policy will require that a payment include a confirmed address in order to qualify for Seller Protection. This does not change the requirement that the payment is marked as eligible on the Transaction Details page for the Seller Protections Policy to apply to the payment.
