Happened to come across an ebay user with (unverified) where their feedback score would normally be. Has this been around long? What's the point? Is this a paypal thing?

http://pages.ebay.com/help/feedback/unverified-feedback.html

What is an unverified member?

An unverified member has registered oneBay but hasn't verified their identity with us yet. Unverified members may transact and leave feedback oneBay just like any other user. But feedback left by unverified members will not count in feedback scores.

How will I recognize an unverified user?

Unverified members will have this sign (unverified) displayed next to their User ID.

Can I leave feedback for an unverified user?

Yes, you may leave feedback for an unverified user and, if you are verified, the feedback you leave will count in the unverified user's score. However, this score won't be displayed until the member is verified.

If I am unverified, can I leave feedback for others?

Yes, unverified members may leave feedback, but the feedback they leave for others won't count in the feedback score. To have feedback count, members must become verified. Learn more about becoming verified.

Will feedback from an unverified user ever count and affect my score?

No, feedback left by an unverified member will never count.

Can I withdraw or reply to feedback that doesn't count?

Yes, you may withdraw or reply to feedback that doesn't count.

I finished my transaction when I was a verified user but now I'm unverified. Will my feedback to my trading partner still count?

No, if you are unverified at the time you leave feedback, your feedback will not count.

I have feedback comments in my profile but no feedback score beside my User ID. Why?

Unverified members have no score beside their User ID. This allows all members to easily distinguish between verified and unverified members.

it has nothing to do with paypal.
it could be they have not faxed or mailed in their identification such as driver license or passport .

Well if that's what new users have to do to register, it might be a good thing if it cuts down even a little on the types registering just to mess with sellers, etc.

On the minus side, to me it seems that if these unverified users can still buy/sell, with their left/received feedback not showing up until such a time as they are verified then it could lead to some nasty, surprises.

ie. you can't check an unverified bidders feedback to see if you might want to cancel their bid for whatever reason. Or, if they did win an item you'd have no idea what kind of feedback (if any) would be coming your way until one day...blammo!

I just had one from China. Little nervous about that one. Small item $8.00 book he was verified on paypal but not ebay. A few clues made me think he was an American student or teacher. He left me a postive feedback but IT DOESNT count as he's unverified. (stupid really) But if he left me a neg it wouldn't count either. I'm kinda wondering why ebay is allowing unverified bidders anyway. I think I recall he had been registered with ebay for quite some time too.
