I checked into Paypal account, and saw that there was a resolution dispute. When I clicked on it, I found that the payment for an item payed for on Jan. 27th has been reversed, under "suspect fraud", it said that the case was closed.
I called Paypal to find out what was going on, and was told that there was probably not enough money in the buyers bank account, or they had closed it. I asked if it is not safe to mail items after an instant Paypal payment, and was told that I should wait 4-5 days for it to clear? Is that correct? It was not a pending check. I asked how I can now feel safe mailing items if the payment can be reversed after 10 days. I was told "You are lucky this was the first time it happened to you"!! I don't feel lucky. I thought that once the payment went through Paypal, I could rely on it unless the buyer opened a dispute.
Any comments please?

And if you wait 4-5 days to clear, then ship, your buyer can file because they didn't receive the item on time?

Some folks link their bank account with their paypal account,say they bot an item for 50 dollars and have 25 in their paypal account,paypal then will send you that 50,expecting to dip into their bank account for the remaining 25.
It takes days to find out that they dont have 25 in their bank account or their account is closed.
As a seller,there is no way to know the source of his paypal payment-paypal fund,credit card or bank account fund.

I have had reversed payments repaid by PayPal in a few days. You may want to ask the buyer if they still want the item. Sometimes, I suspect a PayPal SNAFU. Othertimes, an account has been hijacked but my low-priced auction item sales are generally legit.

The general PayPal response to a seller getting defrauded via their service is basically "tough luck" or "better luck next time". And some seller still wonder why not every seasoned seller accepts Paypal...
As a matter of principle you should file a mail fraud complaint with the USPS Postal Inspectors to recover your goods or payment. You can follow up with a call to local Police in buyer's jurisdiction which can also produce the desired result.

Not really. PayPal doesn't actually check to see if the credit card info or bank account info is correct at the time of the transaction. They do that usually 3-5 days after the fact. Accepting PayPal is like going to a beach without life guards. Swim at your own risk.
