I want to print a shipping label for a completed transaction from a buyer.
When I try to print the label I get the error "We're sorry. You do not have permission to execute this transaction. Please contact the Account Administrator to obtain the necessary permissions."
So I call PayPal. Rep tells me to contact the buyer because they have a problem with their account. WHAT?? You want me to contact the buyer because I can not print a shipping label?
So I explain again, I do not want to contact the buyer. I want to print a shipping lable.
Rep repeats, "contact the buyer".
Me: "how can the buyer fix this so I can print a PayPal postage label?"
Rep: "I'm sorry, I can not discuss the status of the buyer's account with you. If you do not want to contact the buyer then you can refund their payment."
Me: "I have already tried to refund the payment. I get an error that says this payment can not be refunded."
Rep:" Contact the buyer. I can not discuss the status of the buyer's account with you."
Me: "Now wait a minute, obviously one of us does not understanding the problem here. I have a PayPal payment that shows as completed. Address is verified. I can not print a shipping label or refund the payment. How the heck is this the buyer's problem?"
Rep:" Contact the buyer.I can not discuss the status of the buyer's account with you."
Me: " Lady, PAYPAL HAS A PROBLEM! I do not see how the buyer can fix this. Obviously you do not understand. I am trying to report a system error. May I speak to your supervisor"
Rep: "I do not think that will help. You can mail the buyer the merchandise or you can refund the buyer's payment by using the Send Money tab."
Me:" Are you freakin nuts? I am not going to use the Send Money tab to send someone cash when you just told me this person has a problem with their account. IF this is not valid transaction, why has PayPal not flagged it as such?"
Rep:, "This is a valid transaction. The payment has been completed. The buyer has a problem with their account. If you wish to refund the payment, you will need to use the Send Money Tab"
Me:"I give up. May I PLEASE talk to a supervisor?"
Same conversation ensues with the supervisor. Same dumb responses and suggestions. No acknowledgement of a PayPal problem. Supervisor assures me that if I chose to ship the order that it will be covered by Seller Protection but that I can not print the shipping label from PayPal because their is a problem with the Buyer's account.
Ok, I just don't get it. Why, if PayPal feels this is a valid transaction and they recognize the shipping address as verified and the transaction is covered by Seller's Protection will PayPal not allow a shipping label to be printed? And what the heck is the byer supposed to do about it?

I'm sorry....
I usually get the Post Office recommending a different address...usually because the word "street" is not abbreviated to "St". (Of course, it wouldn't let me change something as simple as that.) That just means an unnecessary trip into town to go to the Post Office.

twig125silver, I get that all the time just click on edit address and change it to what the post office says is right.
LtRay, I have had one where I won an auction that only takes PayPal as payment. Every time I tried to send payment it said "This seller is not taking payments at this time" It finally went away after a few days.

Ltray - Doesn't that just frustrate the crap out of you? And to think, our fees are paying these people! You just want to reach into the phone. . .I had the same problem with Dell and trying to get my machine fixed. I knew exactly what was wrong, but he wouldn't listen to me. I finally got it replaced after numerous calls and threats to contact my attorney because they weren't honoring their guarantee. I had to insist on speaking to someone in this country and NOT in India. That got me the new machine.

That is weird.
I had a couple of people tell me lately that they could not pay me with paypal. I thought they were just stalling but maybe I have a problem with my "account"
I would really have to write the buyer and tell them about this if I were you.

LtRay...I am just catching up on threads and I hope you got the problem sorted out. I would have been beside myself with that dumb and dumber pair.
I have to tell you though that as I was reading your post I started to giggle...it would have made a great Vaudeville act! I could picture the two comedians on the stage getting madder and madder and the audience laughing!

It sounds like there is a problem with the buyer's Paypal account after he has sent you the payment!
In their software,there must be some kind of corelationship between the status of the buyer account and seller's ability to print a shipping label with his address.
Say if this is a fraudulent account,DOES PAYPAL WANT YOU TO USE ITS SYSTEM TO PRINT A SHIPPING LABEL?
If the account is fraudulent ,what does it say about his shipping address?
I just dont see why you waste an hour of your time arguing with Paypal,if you dont want to refund the payment ,and Paypal would not let you print the label,then just write it out long hand and slap it on the package,you will have to pay 65 cents instead of 18 cents on DC.
Time is better spent asking the buyer if he still wants the item and verify the shipping address with him.

OtterPop, You got the point. After the second time explaining to Ms India what was wrong with her response I decided to have fun and do an Abbott & Costello routine with her and then with her supervisor.
Hwa, perhaps you should go to work for PayPal because you obviously don't have a clue.
As for calling the buyer. Why should I upset my buyer? PayPal says this is a valid, verified, Seller Protected transaction. There was no explanation as to why I should not be able to print a postage label.
For those who want to know how it turned out. MS India still has a job I'm sure.
Fortunately this was a return customer so I had every reason to believe that the payment was valid. I did contact my buyer but not to get her to fix a problem that was not her's to resolve. I contacted her as a courtesy just incase she had made other payments that night.
She told me that after she had paid me she decided to down grade her PayPal account from Premier to personal. She closed her account and re-opened it as a personal account.
The PayPal rep obviously knew this but for security reasons could not tell me. However, that still does not explain why I would not be allowed to print a label for the transaction.

Ltray, Very good thread. I am disgusted with the customer service offered by high tech companies that is farmed out to India. Microsoft's inept service affected me considerably. I don't know how to defend myself against it - perhaps keep escalating it until it gets to someone in the US? Glad you have an understanding customer.

toolhound~ I had tried to edit the address, and it just kept coming up that it was wrong. Maybe Paypal was acting up at the same time...who knows anymore? I then went to the USPS site and couldn't print a first class label...but I can on Paypal (usually).
I guess what I don't understand is that if Paypal takes their payment (which tells you there is no problem), the money is in your account and YOU are the one paying for the label, you can't print a label?

You still dont have a clue of what is going on?
Both sides are telling you 'the account has changed'.
Your buyer has closed her premier account and open a personal account!
A new account is treated like a new application,information would have to been verified and address needs to be confirmed.
Paypal is trying to protect you!

You are right,I dont have a clue why anyone would spend an hour with Paypal when she has been told over and over again the same message.
Do some research on premier versus personal account.

IF you have just half a brain of a chimp and read my post on a Canadian company called Bombardier and bought its class B shares ,you would not need to call Paypal to save on (65-18) cents.
