I know I'm totally confused now but is there any such thing as an unconfirmed international paypal if you took advantage of their international protection?
I got a payment from UK - said confirmed but the one I got from France said unconfirmed?

only Canada and UK addresses are confirmed,Paypal like everyone else access a common data base which has all our addresses manned by a company and this company can only confirm UK and Canadian addresses.
The way it works is that all the credit card issuers report to this company the current information of their credit cardholders such as card number,address,expiration date,CVV code,status code such as expired,stolen,active and credit limit.
For some reason I dont understand,our name is not on that data base.
Also some small card issuers like local plumber club or 4H club may not have enough members and manpower to relay all that information to this company,thats why some cards cannot be confirmed.
