As you may be aware, a number of changes were scheduled to come into effect on eBay.com.au on 17 June 2008.

Most of these changes have been delayed by almost one month and are now scheduled to commence on 15 July 2008.

PayPal Buyer Protection will still increase to $20,000 on 17 June 2008.

Current policies regarding accepted payment methods still apply. This means PayPal is required on all listings on eBay.com.au. Other payment methods (i.e. bank deposit, cheque/money order) may also be offered until 15 July 2008.

As previously communicated any listings that do not comply with eBay's Accepted Payments Policy will be removed. We strongly recommend that in order to ensure your listings comply with the Accepted Payments Policy you remove any details of payment methods other than PayPal or pay on pick up within the item description. Listings that have other payment methods offered within the payment options field will be allowed to expire as these options will not be displayed to buyers from 15 July 2008.

There are a small number of categories where PayPal is not mandatory. There are also some categories that do not qualify for PayPal Buyer and Seller Protection. Learn more about these excluded categories.

As mentioned PayPal Buyer Protection will still increase to $20,000 on 17 June 2008.

To ensure you benefit from PayPal's Buyer Protection Policy, eBay strongly recommends you use PayPal when paying for your purchases on eBay.com.au.

From 15 July 2008 the available payment methods will be limited to PayPal, Visa/MasterCard, or pay on pick up.

The decision to delay these changes was made by eBay following the Australian Competition and Consumer Commission's (ACCC) draft notice issued on Thursday 12 June 2008.

The battle is not lost yet. The accc has denied ebay what they want for the moment. Ebay thinks it is going to get its way in about 1 months time. I spoke to someone on the board of the accc this morning and told them a few more home truths about ebay and paypal. And what the crux of the matter is. they already knew a lot of the things that i told them, and the also knew that ebay/paypal is a lot more expensive then the sellers normal ways of doing transactions.
I know they were not impressed with the paypal charges. i also told them that this whole thing was not about safety & security for buyers. But about ripping off the sellers for as much as they can. I also told them about the way the sellers are being ripped off by buyers who lie to paypal about the goods they get being damaged or did not arrive. They said yes we do know about all those things. I believe they are not impressed about those things. Ebay has not won the battle. Personally i dont think they will. It would appear that the accc is getting a lot of phone calls from aussies making complaints about ebay/paypal.

Anyone in Australia (or overseas)can call the accc and lodge a complaint. Head office is in Canberra. phone no (02)6243 1111. Ask for the complaints dep handling the ebay/paypal debacle.

I have had my own merchant account for over 20 years. And i can accept credit cards from anywhere in the world, either by phone or by a special method i use by email.All for less then half of what paypal want to charge me. I think that what ebay/paypal are saying is that they will be ok to use credit cards to accept payment thru paypal. Also, in Australia we pay a fee of 1% that is called a cross border transaction.

Is there an email address people can use to contact the ACCC?

I don't know what they've already heard and what they haven't, but I'd like to tell them about my experience with PayPal.

An overnight automated debit overdrew my PayPal account by less than $1. PayPal slammed the account shut and would not allow me to transfer money into it from my personal account. Nor would it accept payments from my customers. The only form of payment acceptable to the demigods at PayPal was a transfer from my bank, and that took a full week. I spent that week revising auctions to eliminate PayPal as a payment option.

Imagine if I'd had no other choice. I'd get to pay my mortgage and buy food only when PayPal said I was allowed to.

PayPal needs to have the door slammed on their foot NOW so they don't attempt this nonsense elsewhere.

Item arrived damaged or never received,if you have a merchant account for 20 years and ship worldwide,how do you handle disputes when the buyer said they did not received the item or item arrived damaged?
This is not something new since Ebay or Paypal?
Paypal allows small sellers to accept credit card without applying for a merchant account and for a mere 18 cents we get an electronic DC which suffice in most cases to prove delivery,I know in most credit card disputes,a DC is not good enough,it has to be signed for.
Some sellers do not live near a bank and checks and money orders can be a drag if they have to drive and deposit and wait ten days to ship.
I like Paypal,Paypal facilitates e-commerce,some buyers pay me as soon as auction ends and fund is available immediately for me to spend,when I have my own merchant account,it takes 48 hours for the fund to show up in my bank account and I never understand my monthend statement.
Also if I want to accept AMEX ,I have to apply with AMEX which is separate from VISA.MC.

fluffythewondercat. yes there is an email address. it is [email protected] Im sure they will listen to you, especially if it is to do with Australia & ebay/paypal. The more people that complain about the underhanded dealings of paypal/ebay the better. so go for it. thanks.

hwahwa firstly i think that our merchant accounts work differently in Australia to those in the usa and uk. After we receive the card details, we clear the payment before we actually bank it. They give us an authorization number for the amount required. (Then we can actually send the parcel). Normally we clear this first thing every day then bank to our merchant account usually the same day so we get the same rate of exchange. where it is finalized. and yes i do agree there are times when the need for fast payment is necessary and convenient.

If a parcel does go astray then we are covered anyway by insurance. We use dsi. we normally allow 3 to 4 weeks for overseas transactions that do go astray. In 10 years i know we have lost 4 parcels. 2 to the USA.and 2 to Germany. (most of my sales are overseas, including my website sales). If a customer wants to pay for the more expensive shipping then we also use this. we normally use AUSTRALIA POST AIRMAIL. From Aust to USA normally takes 7 to 14 days. And my customers are ok with that. My goods are a little different to most sellers. I mine, slice and sell rough slices of koroit boulder matrix opal. Our parcels can range from $15.us. to $2,000.us.If the parcels are any larger we have to send in smaller lots then $2,000.us. Insurance wont cover any larger.

we have to do the same with amex, we have to call them and clear the card first before it is banked. M/C & VISA are the same single process.

Thanks for the explanation.I can understand why you are upset,with the kind of merchandise you are selling,replacing your own merchant account and other forms of payment with Paypal is not only costly but you will be subject to Paypal way of settling squabbles between buyer and seller !

I think when EBAY said 'From 15 July 2008 the available payment methods will be limited to PayPal, Visa/MasterCard, or pay on pick up. ',it is saying if you have your own merchant account,you can use it to process Ebay sales.
Why dont you verify this with Ebay ?

Unless Ebay does something with shipping fee-item starts and ends at 9 cents and shipping is anywhere from 5-65 dollars,it is not making much on FVF,so making Paypal as the only form of payment on Ebay will allow Ebay to make up for that shortfall!
On Yahoo shopping,Yahoo levies a final value fee (they called it commission) on the total amount of the order (item plus shipping plus gift wrapping) instead of dictating like Ebay how much a seller can charge for shipping or making Paypal as the only form of payment on most categories.
I was browsing 'incense burners' one day and some Chinese sellers were listing their bronze incense burner at 9 cents and asking 165 dollars for shipping,so how much is Ebay making on this item ?

When i first joined ebay about 10 years ago i had to list everything thru ebay usa. as ebay Australia did not exist. Then after a number of years i was forced to be registered with ebay Australia. BUT, I continued to list only in the usa site. I have never listed in Australia, not ever. So for the time being at least i can avoid most of this c**p. And i am not going to stir up a hornets nest over this particular problem until i have to do so. If and when the time comes i will certainly do so. but that will also mean that you guys will have the same problems. I certainly hope not.

Thats another thing, i do not use ebay or vendio or anyone else for shipping prices. i write in the cost of shipping and insurance into every auction. And yes i certainly do realize that not everyone can do that and this will not suit everyone. my auction instructions are that i will send them the final total figure inc shipping and insurance when i find out where in the world they are.

agate18: Will you not have to change your postage rules in July? I live in Canada, and like you, I have been selling on the US site for almost 10 years. Having to put shipping prices onto my listings is a mess. My shipping options are USPS, so I can't use the resourse to give weight, measurements etc, but I have to give flat rate shipping. To mail within Canada, I have had to put the highest rate which is the province furthest from Ontario, the minimum for that is $12, so I get a message every time that my shipping is too high. I can find no easy way to do it. I have called the power seller line 3 times, and that is all they can suggest. Putting the shipping within the description is not sufficient, in July, it has to be under the shipping option.

Because of what i am selling i have to weigh every parcel of opal that i sell. And it is listed in the description in every auction. For instance, i can ship a parcel of rough opal to a maximum weight of 150.gms plus packing to a maximum total packed weight of 250.gms. i can ship this to the usa & canada for $8.35.us.plus insurance. I have always done this with no complaints. IT is the first thing in my auctions. it reads like this.

71.10.GMS WEIGHT. LOT.D769. SHIPPING IS $8.35.US. BY AIRMAIL TO THE USA & CANADA. PLUS $2. INSURANCE. FOR ANYWHERE ELSE PLEASE EMAIL ME FOR A QUOTE. TO MOST EUROPEAN COUNTRIES $9.80.US.PLUS $2.INSURANCE.

As you can see the first thing is the weight and then the shipping cost. I do realise this wont work for everyone as it will be too much work when there lots of auctions involved.

as for choices of mailing, we have air mail by Australia Post. Or if they want it fast then there is express post at about 5 to 6 time airmail price. in 10 years i have only had about 7 want their parcels shipped this way.
