can anyone tell me if i file a npb strike ,will the buyer be able to leave feedback

Maybe.

If he/she responds to your NPB, then yes. If they do not, then No.

So they can not pay - you file NPB - they pay - you ship and you get a negative if they want? Somethings very wrong with this picture.

Could they be negging a seller because the item is no good?or poor packing?
not because the seller sent a NPB NOTICE

the buyer is late on the payment,i was going to file an npb ,and sell the item to next highest bidder ,return the the late payment ,but i don't want a neg out of the deal .
i am not running a charity here.
buyers have free reign now ,they don't have to worry about being late,you sure can't neg them

I had a bad feeling when I didn't hear from a buyer by five days after I sent an invoice and had followed up with a nice note hoping to hear from them I knew I wouldn't be able to neg them if they didn't pay. I used another of my id's and bid on one of their items (cheap stuff). I figured if they negged me because I wanted paid for my auction, I would find some reason why I could neg them when I purchased theirs. It ended up that they paid me on the seventh day without ever replying, and fortunately I was off the hook from buying their item because I was outbid. Now, how likely was I to be caught if I had ended up negging her on her auction because she didn't pay on my auction?
