When a buyer win a dispute,and there is no fund in the seller account,PAYPAL will just say sorry,but if any future payments come in,we will forward $$ to you !
More and more buyers are emptying their paypal balance before they make payment so they can use their credit cards,do you blame them?

Sounds like a good idea to me for buyers and sellers.

When we sign up to use Paypal,did we not sign an agreement that we agree to abide by Paypal decision aka,we cant go outside and do a chargeback thru our credit card issuer?
