Can I use the legal-size priority envelope (not labeled "flat rate" to mail to the UK?

I think I was told a while ago that all priority-marked envelopes are also for flat rate, even though they're not marked.

Anyone know? Thanks in advance! ~Adele

Only envelopes marked as "Flat Rate" will be charged the Flat Rate price. Envelopes not marked Flat Rate will ship by weight - around $37.00 to start.
