purchased a handbag 4/2, seller left feedback 4/4, no item. then on the 8th a message she had an emergency and would ship in a few days. I responded ok. 4/15 still no package despite trying to contact her. 4/16 open case, wanted the item. 4/17 email stating refund, I don't wasnt a refund I would like the item. Can or should I leave negative feedback? or just let it go. Thanks

If the seller has other negs I would give them another one on the suspicion that they might be scamming you. No negs I might give them a break.
Have you asked if they still have the item?

If you want the item you should hold off on the neg.
Email them and tell them that you purchased the item because you want the item and would prefer that they mail it to you. If they are insistent on issuing a refund, I wouldn't hesitate to inquire why they can't fulfill the order.
Do some investigating into her feedback and DSR history. If you see she is below 4.9 on shipping time or comments indicate she ships slowly, she likely pulls this BS a lot and probably shouldn't be selling on eBay.
Purses are a high risk item on eBay for both the buyer and seller. There is a high rate of counterfeits and eBay is less likely to allow problem sellers to fester.
A negative can be quite damaging if she is legitimate. With that said, it is a personal call based on her behavior and history. At best, even if she fulfills the order, I would only leave her a neutral with a negative comment.
I understand people have personal issues in their lives, but unless it is something truly serious, there is no excuse for being unprofessional. If I had pending orders and had a serious emergency, obviously the emergency takes precedence, but contacting your buyers with a quick email telling them there would be a delay and offering a refund up front is the appropriate way to handle it. Not wait for the buyers to get miffed and contact the seller.

You can call her and see what she has to say.
Today is 4/17,either she has a medical emergency and cannot ship or she does not have the item.
Many sellers rely on dropshippers,it may be out of stock.

Thanks, she issued a refund, although I wanted the purse. I guess I,ll just let it go. She finally responded and would mail it today, but I would have to cancel the refund (? How to do that) the emergency has been for 6 to 8 weeks, so my question is is why you would list if you are too busy to take care of business.

there is no way to cancel a refund,you can just send her payment again.
It is better for you to make a new payment so you will get buyer protection after you receive the item.

by repaying for the item, you are starting the 45 day protection period all over again. So, if there is a problem, you are covered.
If you really want the purse, think the transaction can be salvaged and the item will be as described, then pursue it. You are protected if something goes wrong.
If there are any other issues after making amends, then by all means leave the appropriate feedback you believe is warranted.

Thanks for all your help. She has sent the item and I have repaid. I think she is stressed from her emergencies. but I appreciate your help
