Yes, they are. But isn't it odd in our system of Justice that those who defraud millions, if not billions of dollars, as in the S & L Scandals, adversely and sometimes even devastatingly affecting hundreds of thousands of innocent citizens, not to mention the enormous costs of investigation and litigation whose costs are bourne by us all through government, rarely receive more severe sentencing than a careless burglar or common pickpocket would.
