International Diplomacy usually consists of Carrot and Stick tactics to get what you want. You give incentive both ways. But not in the George W. Bush, Jr. way! Nope! It's the Stick or the Stick from him (same as he's applying to Americans).
This New Tyrant decries an Old Tyrant: Fidel Castro; truly a case of the pot calling the kettle Black. Want to know about his latest nonsense? Bush, on the one hand offers the lifting of sanctions on Cuba if Fidel Castro follows through on Democratic political reforms in his own country. The Stick is that the sanctions are hurting Big Business, who wants to own Cuba again, and they can't do so while the economic sanctions and travel ban is in place. So Bush, on their behalf, is offering Castro a lifting of the Stick.
Of course, Bush's response to easing up the tensions and punishment of Cuba for tossing out the International Corporations looks like he's kissing up to Castro; appearing weak. At least, the Cubans who hold in seats our Congress have been screaming hysterically about America going soft on Cuba have been saying as much. So, Bush's unique foreign policy solution is to also offer Castro another Stick.
Get this: Castro's incentive to comply with Bush's loudmouthed demands to implement democratic elections in Cuba will ONLY lift the Sanctions ONLY if Castro is not re-elected or in any way is a member of the new government!
In other words: if the Cubans are to have Democratic Elections and if the Cuban people actually and honestly want to keep Castro in power, Bush and the Republicans are telling them that they can't do that!
What incentive does Castro have to install free Democratic Elections if the elections won't really be free? Why can't Castro run? If truly free democratic elections are to take place in Cuba, then the people there must be free to choose whomever they will for their leader and NO foreign power gets to interfere! otherwise, it is NOT a free Democratic Elections!
Castro is not stupid. He hasn't been there this long without being smart as hell. With a Stick and another Stick as incentive, why the hell should he implement Democracy there?
Bush is damned BULLY! You don't see him telling the Chinese Chairman to hold Democratic Elections and the Chairman and his party can't participate - do you? The reason: China can fight back! Cuba can't! So that makes Bush is a COWARD and a BULLY!

I've read several news stories on this, and haven't seen any mention that Castro cannot run. Where are you finding this stuff?

It was on the CNN Headline news at noon here. The iniative that Bush has made his proposals on as states that Castro himself can not run or in any way be a part of the new governement to come and that critics are already complaining that this will make Castro refuse to comply with US demands.
My guess is that nonsense this will force the US to help the Cuban people to violently overthrow their government and kick out Castro to please the right-wing of his party and Big Business.
So far as links go, right now the Internet is flooded with reports of Bush's speech to Cuba, but no where can I find a copy of the Bush Intiative for a new Cuba itself - so far. When it is made available online, I'll be more than happy to post the link.

I'm still looking for a copy of the initiative. I can't find anywhere on the Internet where it might be. Anyone have any ideas?
