It seems that the rearchers are worried about the possibility of an aerosal dispersal of smallpox. With terrorists more than willing to kill themselves, haven't they considered 20 or 500 of them infecting themselves and circulating through major populations ?
I think the effect on the world economy and panic would be the same no matter how they dispersed the smallpox- 1000 dispersed cases would have the same effect as 100,000. Quarantines and vaccinating 300 million people would wreck the economy. Domestic airports and Foreign countries wouldn't allow planes to land from an infected area, etc.. Vehicle traffic would be curtailed from infected areas etc.. Schools would shut down, any public gathering would be forbidden.
How could China or India quickly vaccinate their populations ?

at least that one governor is standing up for his people and telling the imbeciles who want to drive radiactive filfth all over the place to get a life.
