With all the oil they've got,
it's only a matter of time before they have enough money to buy a NUKE from dubya.
Perhaps just a small tactical one or two.
As long as he doesn't sell them any long range aircraft USA will be OK.
But if Oliver North sells'em one (without the knowledge of dubya of course), then dubya will have the reason he's been looking for.
