I used my Paypal card yesterday to fill my car with gas. They charged an extra .75 on my card. Isn't that illegal?

Take your receipt from the station and a printout of the charge to the card to the gas station and complain. PayPal didn't charge you, the gas station did.

I called the guy this morning and he claims they never do that. I also called Paypal and they told me to dispute it.

Go one step better: tell the station that either they credit your card or you'll file a complaint with both the local district attorney's office for fraud and the state board that oversees gas station practices in your state.
For instance, I once had a 1967 Fury III (four door) and it had a 23.9 gallon tank. I pulled into the station on fumes. I ended up pumping 24.5 gallons into my tank!
What that meant, I explained to the crowd who was waiting to pay for their gas at the register, was that the station was secretly charging an extra nickle per gallon and that it was fraud because there was no way for them to pump more gas into my tank than it could hold.
Consequently, they refunded my tank of gas to me right then and there and I never went back to them.
You just have to know how to be loud and angry the right way. The idea that you should dispute it is ridiculous. Me, I'd go file a complaint with the local district attorney's office charging them with theft and credit card fraud.
