The Senate twice has passed legislation to prevent the Homeland Security Department from doing business with companies that relocate overseas, but both times the provision was removed from the final bill by House Republican leaders.

It also becomes a security issue as these companies headquarter off shore. Even though most are just a PO box, the ability to shuffle assets around without US scrutiny becomes much easier once you're no longer a US based corporation.
