why cant they ask the internet service provider to stop all the spam emails??
if they have to pay 3 cents per email addr,they will go broke sending out zillions ??

who would "they" be?
Increasing regulation and costs of the net will impact everyone, and the spammers will find a way to beat it. Most spam is untraceable anyway, how are you going to charge someone you can't find?
