It's kind of hard to declare it over if you don't declare it's started in the first place.

It's at his whim. He may tell his boys to shoot up any number of evil people or arrest them and secretly imprison them. Whatever strikes his fancy. That's how it's done now and it may be announced or not. No real difference from having a King.

Don't forget gravid that the Korean War and the Vietnam War weren't declared by Congress, but were by Presidential Executive Order.

Eisenhower was the first President to place American troops in Viet Nam.

The Korean War was nicknamed "Truman's War."


Both Democrats and Republicans have used Executive Orders to conduct conflicts.
