While I'm not going to say it's impossible, there are many FAR more likely scenarios.
How tough could it be to drop some nasty bio-plague or super-concentrated poison in a big city's water supply?
Bombs aren't the only thing to fear.
Actually I personally am not particularly concerned with them at all. It's the engineered plagues that would really paralyze things. Remember how much disruption a few Anthrax envolopes cause a couple years ago, and there were only a handful of deaths involved then (I don't remember, was it 2 or 3 or more?).
Oh sure, there will always be the occasional bombing, but I think once the terrorists get their hands on decent biotech, bombs no longer be efficient enough at killing to be worth the trouble.
