Senate Bill Would Require Rain Water Permits

Introduced by Sen. Paull Shin on January 13, 2005, to authorize the Department of Ecology to require any person using rain barrels and cisterns to collect rainwater to receive a permit from the department prior to collection of rainwater. Rainwater must be intended for beneficial use on the same property from where it was collected.
Referred to the Senate Water, Energy, and Environment Committee on January 13, 2005.
Maybe Mother Nature will be required to get a permit to store water in the ground,

Current state law says you must obtain a permit to collect rainwater. This bill would anull that condition.. that is how I read it.. maggie

Classic, usually your rapid repartee' is funny. Don't give the suits any ideas. Have you counted the number of public drinking fountains in your area? Bought any bottled water?

The democrats are at it again in Washington state, huh? Got to get every last cent they can out of the taxpayers.
If they tried to do this in my state....they'd be tarred and feathered and shipped out of town. There are too many land owners here and I'd guess probably 90% of the country folk have ponds to either fish from or water their herds. Wouldn't go over at all.
I seriously doubt this bill would pass....but you never know. After all they did elected a Dem by a lead of 129 votes...so who knows how it will turn out.

You aren't missing anything maggie. In a silly attempt to bash Democrats, stonecold has completely misread his own article. Either that or he's hoping nobody else will read it.
Introduced by Sen. Paull Shin on January 13, 2005, to authorize the Department of Ecology to permit by rule, under conditions appropriate to the water resources inventory area, the use of rain barrels and cisterns to collect rainwater intended for beneficial use on the same property from where it was collected. The bill remedies a regulatory problem stemming from a 1917 law that requires the state to issue use permits for all waters, including rain water. In recent times some counties have been denying building permits for residences that included cisterns due to lack of clarity about the 1917 law. This bill would remove the mandatory permitting process and allow the Department of Ecology to establish general rules for the use of rain barrels and cisterns for beneficial use. For many years, people have collected rainwater for use on their property. This practice, while generally harmless, may be illegal. This bill is designed to clear up the confusion regarding the legal use of rain barrels and cisterns to collect water for beneficial use on one’s own property. Landowners would not need to seek permits on an individual basis.

yea Park,we have a well-my wifes used to drinking city water,so when we moved to the country,she started buying bottled water.Me? I really cant taste the difference.I told her one day to stop wasting your money.The planets 3/4 water and your buying water, whats wrong with this pic?? She said,yes but this is mountain fresh water.I said really??
I wonder how many wild animals have peed in that water before they put it in the bottle...that was the end of that conversation.

Not a matter of misreading at all profe. It's the way the bill was written that appears to have caused this confusion.
Senator Shin has recently made a statement to clear up the way it was written.
But when anyone reads the actual way it IS written it does state that permits are going to be required.

Maggie and Profe I agree with your interpretations. The bill is trying to designed to clear up the confusion regarding the legal use of rain barrels and cisterns to collect water.
It was easy to see what the bill was about if you took time to read it.
It is to bad Stonecold and Linda did not have the benefit of Bush's No Child Left Behind Act. Perhaps if they did when they were in school, they would have been able to comprehend the bill.

Sec. 1 RCW 90.03.250 and 1987 c 109 s 83 are each amended to read as follows:
(1) Any person, municipal corporation, firm, irrigation district, association, corporation or water users' association hereafter desiring to appropriate water for a beneficial use shall make an application to the department for a permit to make such appropriation, and shall not use or divert such waters until he has received a permit from the department as in this chapter provided.
AND:
(4) The department may permit by rule, under conditions appropriate to the water resources inventory area, the use of rain barrels and cisterns to collect rainwater intended to be put to a beneficial use on the same property where the rainwater is captured.
