I have a question about hair dyes and need expert opinions. Which is worse permanent or semi-perm hair color????

I'm not sure I understand what you are asking. Which is worse as far as damage to your hair? Which lasts longer?

I wnt to know which causes the least amount of damage. I too have had all "normal" colors plus blue, pink, and orange. I had to use hair dye remover to get the blue out which totally destroyed my hair. I had to get most of it cut off. I'd like to get the 2-tone color gone but I'm afraid to dye it again.

It is the stripper that is hard on hair and damages it. Many people color their hair all the time, and if you take care of your hair and don't over process it, the coloring doesn't hurt it. Perming, stripping, that is hard on hair. When you combine coloring on top of the others, you end up with frizzy dried out hair.
Once it's damaged, the best thing to do is keep getting it cut until all the damaged ends are off and new hair is grown in. Talk to a good stylist at a salon near you and see what they have to say.

I was the storekeeper and purchasing tech for a Cosmetology School.
When used correctly tints aren't damaging. They will actually give your hair shine and body. They are all basically the same.
Only tint the outgrow on touchups. If your ends are damaged trim them. You can apply a good professional conditioner to the ends before tinting. Comb the tint though the rest of your hair the last 3 to 5 min.
It's a good idea to condition your hair every couple of weeks. Wash your hair, apply conditioner, cover with a plastic bag. Wrap a towel around your head or sit under a dryer for 20 min. Rinse out. This may strip some color and it doesn't hurt to use a semi-permanent color.
