This kind of requirement is usually applied to businesses like a pawn shop in other states. It amuses me that the report says fiscal implications = none. They mean expense to the State not the people who have to keep the records of both source and buyer.
How will a seller exaimine ID and match it to the buyer? Require video conferencing?
