When an account is frozen, is the user able to access the account, even if only to look at it? (not to transfer funds out). Are other PP users able to beam funds into that account while it is frozen? What sort of message is displayed to other users when they beam funds into a frozen account? Are there different types/levels of freezing that would enable a user of a frozen account to view his/her 'history' and funds still be allowed to be beamed in (but not transfered out).......... whereas another user with a frozen account would not be allowed in whatsoever and a message of some sort would pop up when someone attempts to beam funds into a frozen account?
I know, that's more than one question.. but who's counting? If you're not sure what I'm asking, I'll try to clarify any of these questions if need be.

From my experience when my account was locked, you have no access to it at all...not even to view. They are suppose to allow funds to be transferred into the account normally (should be no message to the buyer at all), but there was a post here that a buyer tried to send payment and got a message that the account was locked and they were not able to complete the transaction.

PPD, I'm not sure if that answered all my questions. The only reason I'm asking is because there's so many different stories going around and those who do have their accounts frozen, seem to be effected differently.
I, personally, would like to be able to distinguish if there's a difference between a user ~ on the boards ~ who's just maybe posting a fictional story concerning PP ~ and a user who has legitimately run into a problem (that part sound contradictory .. but you know what I mean).
From your answer, I can only assume, that anyone who's said they've been totally locked out of their account is just making waves of sorts ? I know, you can't answer that particular question
Let me try this a different way... has the policy, that the user can view the account, but not make transactions....... always been in effect.. or is this a relatively new policy? If so, when was the effectiveness date.
Also, when you say that you'll be unable to do transactions, does this mean deposits into the frozen account as well?
I want to thank you in advance, for taking the time to clear this up.. so the board readers will be able to read about such problems, see through them, in a matter of speaking.

Yes, accounts are restricted at this time, but we are working on a per transaction basis. There is some investigative work that has to go into play when working a reported fraud case...in some cases, the account could be a fraud account and in others it is simply a dispute between the buyer and seller.This has to be resolved by communication between the parties and the company.
Account restrictions do limit the functionality of an account (the ability to send,withdraw) until the restriction is lifted.
