Paypal stopped doing mail verification of new users because it was too expensive. So now they're going to mail a Mastercard debit card to all their users.

Are you saying all users are going to get them? I thought debit cards were going to be for Premiere and Business accounts only. Where did you learn this?

Here's the letter I got about it:
