Source of funds: Credit card.
Customer added an extra zero to payment amount. Does this not mean that I will be assessed a 1.9% surcharge on the larger figure? If I refund via Paypal for the overpayment will I again be charged? How do I remedy this? If I do refund customer and deduct a "service charge" I anticipate problems. Any ideas?

First of all, where is the buyer located? If it is somewhere where fraud is rampant (ie. Eastern Europe or Indonesia) , it could be a money laundering scheme with a stolen credit card.
If the transaction is on the up-and-up and it was an honest mistake, you're more than likely out the fees to PayPal. But you can always try ro have them refunded. Try PayPal customer service first. If they won't help email paypaldamon. He is probably your best hope...

You won't be charged any fees at all to send the overpayment back.
