"PayPal charges a modest 2.6% + $0.30 International Currency fee on all transactions involving a credit card., which is far less expensive than wiring funds!"

This is kinda hidden in the new TOS....

So my questions:

1. Who gets charged this- the sender? Or the receiver? (I'm guessing the receiver).

2. Is this on top of the 1.9% + you're already charging, or in lieu of it? (I'm guessing it's in addition to...)

3. So...are we now paying %4.5 + 55 cents to receive international CC payments? That's no deal..

From the policy changes page:

"There will be no additional fees for domestic customers to send or receive international payments."

So either PayPal is charging the sender or they lied again...wonder which it is? And if it is charged to the sender, then naturally it would be in addition to the 1.9%.

Wait a minute...I just thought about what I said. According to the above post, there would also be no charge for a domestic user sending money internationally in which case it would be the receiver...so I guess it would be whichever person is international. Now if both the sender and receiver are international, I guess they would charge them both? WOW! I guess there is lots of money to be made here....

It specifically says on their fee chart that the fees are the same for receiving international payments. (1.9% + .25)

Personally, I will NOT be accepting international payments until this has been around for a while, and all is figured out.

Except that PayPal is either unable to unwilling to implement an accept/reject option, therefore you are obligated to make an International Shipment after receiving an instantaneous "completed" International Payment. And, of course, your shipment will have no protection guarantees whatsoever.

It is the international user that is getting charged the 2.6% for currency conversion----not the domestic (USA) user

Maybe so, dimview, but my auctions specifically state that I ship to the US only, so I don't even ship internationally on my auctions.

I won't venture into that until I know that paypal has it together on the international. We all know that may be never )

I notice that item 5 of the "Terms of Use" deal with withdrawals by U.S. users but there is no equivalent section for withdrawals by international users.

Specific question: Can an international user choose to have physical checks in U.S. dollars mailed to them.

I would doubt it Stockticker, this is from their site.

[i]You can withdraw funds from your PayPal account at any time by requesting a
withdrawal to your credit or debit card and PayPal will directly credit the funds to your card. If you have a U.S. bank account, you can also withdraw to this account using electronic funds transfer. At this time, PayPal does not support non-U.S. bank accounts[/i]

I hope it works out that you don't have "internationals" bidding on your items and then paying for them through PayPal prior to your *reminding* them that you don't ship outside the U.S.

If they do, and you're verfied, the fact that PayPal has been unable or unwilling to implement an accept/reject button on transactions, will subject you to fees.

I posted a question on the ebay board about this same topic but haven't received any answers yet either. I don't trust the "There will be no additional fees for domestic customers to send or receive international payments." statement on the policy change page because that statement was made before the international payment system existed.

There are no statements in the legally binding text anywhere on the site confirming that casual statement.
