I think this is going to be 2 questions.
If you have a Business or Premier account--do you get bonuses for International Accounts that sign up with your referral??
If you have an International Account (Premier or Business) do you get referral bonuses from any accounts that sign up with your referral be they other International or USA??

Well, in answer to number one question, NO you don't get referral bonuses for int'l users who sign up; I looked into the premier account today and it's splattered all over that page 'Get referral bonuses! (excludes int'l accounts). Dunno about your number two. Ew, sorry, that sounded gross.
