From PayPal's terms of service of the day (TOSOTD):
"U.S. Users: Unverified users are limited to $250 of spending until they confirm an email address and bank account."

The intuitive approach tells me that auction sellers giving PayPal exclusivity on their auctions may find a decline in payments via PayPal due to buyer spending limits. If most are fearful of providing credit cards numbers online, they've gathered all their courage to provide a credit card number to open a PayPal account and then find they must shortly provide bank account information to continue using their PayPal account.
Last week I signed up with ExchangePath. My auctions now list ExchangePath as "preferred" with PayPal downgraded to "also accepted".
What are you doing in response to PayPal's usage constraints?
