I called Paypal tonight to check on my CC verification and figured I'd check on some of the other questions that everyone has been asking while I had them on the phone. The lady I spoke to was very nice and confirmed these things with a manager so we'd both be straight on them.
Scenario #1: I'm a Canadian buyer. I make a purchase from a US seller and choose to make my payment through PP. I pay the 2.6% + $0.30 International Currency fee.
Scenario #2: I'm a Canadian seller and sell an item to a US buyer. The buyer uses PP to pay for the item. The US buyer pays the 2.6% + $0.30 International Currency fee.
Scenario #3: I'm a Canadian buyer purchasing an item from another PP approved country (ie: Canada, Spain, Germany, etc.) I choose to use PP. I pay the 2.6% + $0.30 International Currency fee.
Scenario #4: I'm a Canadian seller with a buyer in one of the other PP approved countries. The buyer chooses to use PP. The international buyer then pays the 2.6% + $0.30 International Currency fee.
Get the idea? From what I was told tonight, it is the buyer that pays the International fee regardless of their home country. The person I spoke to put me on hold a few times to confirm that this is the case. I gave her these scenarios to make my point.
She also said that they are working the bank account option for international users but couldn't tell me when or if there would be a fee associated.
So I guess International sellers should note this in our TOS and that it is beyond our control. Also if anyone has experiences to the contrary, please let me know.
Paypaldamon...I would appreciate you confirming or denying this information just so we know what to expect.

Well, that certainly conflicts with the information on PayPal's web site.
PayPal's Policy Changes page says this:
"There will be no additional fees for domestic customers to send or receive international payments."
Maybe the web site is running a little behind the customer service people?

I think your nice lady has got it a bit wrong. The 2.6 charge is for non-US based credit cards---so a US CC paying a non-US account will not be charged

Zazzie...I thought she had it wrong too, but I questioned that part several times and she double checked it with a manager more than once. That is why I thought I would post it and see if paypaldamon could confirm.

Paypal's explanation: "There are no ADDITIONAL fees on top of the fees we already charge. Didn't we ALWAYS say that? Nothing changed."

The international buyer would be charged the 2.6% and $.30 when they move the money onto their credit card. So, the seller and the buyer both get dinged a fee when moving the money. That is basically how the website explains also.

So is the fee the seller is charged their regular fee for their business account or is this something different for international? Would the seller be charged this if they didn't have a business account?
I just made my first auction payment using PP and don't want the seller screaming at me!
What about the other scenarios? As an international seller would I absorb the fee or would my US or International buyer?

Well, I did my first PP transaction as a buyer and the US seller had a business account so they paid their fees and I paid mine. But, I still need to know if a seller that didn't have a business account would be paying additional fees. (see questions above). Paypaldamon?
On a positive note, the verifying of my CC took a few days, but was pretty painless. Transaction was easy and no problems. So as a Canadian I did get PP to work for me. If Billpoint is an option I would definitely use it instead so that I won't be paying any fees, but it's nice to have PP as an option too.

So PayPal has decided to change their "Always free to the consumer" (buyer) line?

"PayPal is always free for the consumer."
"PayPal is always free unless you are a business."
"PayPal is always free unless you're involved in an international transaction."
I wonder what the next evolution will bring...
"PayPal is always free (unless you're either male or female)."

I think this is still not right I think there is at least one more fee here not talked about.
if a international buyer uses a internation credit card someone must pay a fee for the exchange fee as well from one curency to another.
I would say this probablly means the buyer makeing the international tranaction is charged three time once buy there credit card say for them to pay seller in USA in US dollars and twice by paypal once 2.9 % + again .30
and then on top of the seller makeing the sale is charged 1.9% + .25
over all this is 4.8% + .55 in fees to use paypal any sale over $100 its still cheaper to use bidpay
