I paid for something with paypal and the person stated that paypal won't release the money to her.When I go to paypal it says transaction completed. How can I tell if she has recieved payment or not. This person refuses to mail the item in question until paypal releases the money to her? Again I would just like to know if she got the money. Can you help me?

Hi,
I am not sure of why the person's account can't take out payment, but you have paid for the item. I would ask the seller to:
1. Send the money back.
2. Send the item.
If this is not met, then file a Buyer Protection claim to start the potential recovery process.
The user may have issues withdrawing the funds out (why, I am not aware---are they trying to withdraw via check,etc).

I don't understand what you are saying. The person says that they do not have a credit card or checking account but joined PP yesterday. Can you check and see if she has an account.

Hi,
Please advise the person to send the money back to you. Withdrawing money does require that a user have a user have a confirmed credit card on file to withdraw the funds (check withdrawal) or a bank account.
The only thing they could do is send the money around (if they are not able to register one of these items).
Please edit your post to remove your personal information and theirs (the email addresses).

Damon, I think Loubega2000 is saying that the seller will not send the money back because she has not received it from PayPal.
From what I understand PayPal has the money.
Is there anyway to find out if this seller has received the money or does PayPal still have it? In other words if Loubega's PP account says "transaction completed" does that mean 100% that the seller really does have the money & is being untruthful?

Hi mcjane,
I checked the issue and that is not what happened. The person has opened a PayPal account, but they can't withdraw the money out because they don't have a bank account or credit card that can be used. The only option available to the recipient is to send it to another user.
The recipient, if they can't do any of these items or doesn't want to, needs to send the money back to the sender.

Paypal buyer protection is worthless. A seller
stole $564 from me and all Paypal did was see if there was any money in sellers account to reimburse me After 30 days of doing nothing). There wasn't so they closed the incident as unrecoverable. No other action was taken and the seller still uses Paypal.
