A 1000+ feedback user reports on the eBay boards ("Sellers Be Careful PAYPAL Made big Mistake" that Paypal recently withdrew $1000 from his bank account without authorization.
He wasn't even verified, but had registered a bank account so he could make electronic withdrawals from Paypal to his bank.
Damon should be back from vacation soon to tell us he can't discuss it, it didn't happen, and it was a clerical error that can't happen again.

Here is something else that PayPalDamon can say did not happen. The other day, I added a bank account to my already long verified PayPal account.
I was asked if I wanted to verify the account. I did not and did not click the button to do this. So PayPay made the two small deposits into my account anyway. Then they sent me an email a few days later

I got another email asking me to verify an account I never asked to be verified. Note: I already have a verified bank account on my PayPal account.
What is the story? Do ALL my bank accounts have to be verified? Certainly, there is absolutely no security benefit in verifying another bank account, in addition to the bank account verification I have, along with the street address snail mail verification and my multiple credit cards on file.
What's next? PayPal decides to restrict my account because I refuse to verify an account I never asked to be verified?
