Here is what happened to me:
I bought a CPU on Ebay last year from seller NONCON, I paid using PAYPAL's OLD system where the item was GUARANTEED protected using the buyers protection claim service.
The seller was in close contact with me until I paid for the CPU using my VISA and Paypal. After he got his money the communication ceased.
I waited the 30 days and contacted Paypal. They asked for all of the information including the notorized letter with my claim.
This is where the aggrevation with Paypal started.
I sent them ALL the information they requested in my notorized letter including EVERY question they asked in the Snail mail, I also send them the same info via email.
Paypal claimed that thier buyer protection division didnt have a copy machine nor a Fax so all the info I sent via Snail mail had to be resent via email.....Once again I sent them the notorized letter(because I just wanted to be sure Paypal got it) and all the Info they requested..........
Well after about 25 calls to Paypal and sending them the Information over and over and over 6 times via Email(all with 'read' notifications*they got them all)
It was pretty obvious to me that Paypal wasnt going to make my life easy, EVEN THOUGH I WAS UNDER THE OLD SYSTEM WHERE MY PURCHASE WAS GUARANTEED
After many months I had my lawyer send them a letter after he read the pile of printed emails I had from Paypal.
I got my money from Paypal that day/I can only imagine the thousands of people using the current system as Paypal doesnt have the same guarantees that I had, and even with the guarantees I was using, Paypal made it painfully difficult to collect. Had I not persisted I am sure Paypal would have just blown me off like the dozen times they promised to call me and didnt.
I have been looking for a forum to write my crazy situation and I am fortunate to have actually won my battle with Paypal.
In conclusion I will simply end with BUYER BEWARE.

roofguy, I hope your not accusing me of fabricating that story. If you would like post your email address or a way to contact you and I will show you reciepts and contact log. I just stumbled upon this thread due to the CNET article today regarding Paypal, Billpoint etc..... The News story probably brought much traffic today to this site. I hope you dont mind my intrusion, but I didnt realize you were this boards maven.
