I have had numerous problems with dead-beat buyers claiming they havn't received a shipped item, or item not as described, etc. Of course I receive the emails from PayPal investigations, I give them the necessary info, and it's cleared up, but I have decided to no longer accept ANY type of online payments any longer.

What I am worried about, is even AFTER I close my account with PayPal, with an "pending" funds from dead-beat buyers will be taken from my credit card or checking account. Is this possible for PayPal to do even if I close my account with them. (Keep in mind, the transactions are "pending" right now, but I have emailed PayPal the necessary information, but they have not yet responded, and I am fed up with the whole situation.)

So is my money safe? (Right now, it says my PayPal account balance is in the negatives.)

Closing your PayPal account does not give you immunity from anything. If PayPal determines you owe them money, even after you close your account, they have the right under the Terms of Use to recoup the funds by any means necessary.

Are you 100% sure on this? I have read otherwise. Where in their TOS does it say this?

I am hoping I don't have to cancel my credit card and block PayPal from having withdraw access from my bank account, all simply because the Canadian Post Office doesn't offer Online Tracking.

It makes me uneasy to think that anyone who buys items from me can simply file a claim with PayPal and get their money back and there's nothing I can do even though i've shipped the items and they have received them.

Terms of Use, #21.

"Close Account...You will remain liable for all obligations related to the account even after such account is closed."

So what am I supposed to do when buyers complain that they did not receive goods when they infact did? Is there nothing I can do about it except let PayPal take money from me???

Someone please explain this...

The explanation is fairly simple. These are the terms you agree to when you open and use a PayPal account. If you feel the terms do not adequately protect you, don't use the service. In truth, there is absolutely no way to eliminate risk of a chargeback when accepting credit card payments. That is why so many sellers will not accept credit cards. Each person has to make their own choice.

That's the reason I said in my first post that i am closing my account. But my account is in the negatives right now because someone already claimed to not receive an item. I sent PP all the info I had, even scanned the post office receipt although I'm thinking that doesn't do any good anyway.

Does anyone know if it IS in fact possible to call my bank and credit card company and tell them to not allow PayPal to transfer money from them..?

You could close both the credit card and bank accounts, but it wouldn't do any good. If it's a substantial amount of money, they could come after you in court. You agreed to the terms by using the account in the first place.

Court would be exactly what i would want. You see, I did not do anything wrong, it is just PayPal who will only accept online tracking methods. Court on the other hand, i would win. And another thing, it wouldn't ever get to court, because once the dead-beat buyers see that it wou7ld have to come to that, they would lay off, because they know that i have proof.

THAT is the reason that I'm saying how utterly ridiculous it is that I would have to go through that much trouble because I "agreed to PayPals TOS".

There has GOT to be a better way...?

I am an "International - Verified" member.

I have just found this in the TOU however:

"When you receive funds through PayPal, if the sender's transaction is reversed for any reason and you do not qualify for
the Seller Protection Policy for that transaction, you will owe PayPal for the amount of the reversed transaction plus any
fees imposed on PayPal as a result of the reversal. You agree to reimburse PayPal from either your PayPal account or
by other means. Although PayPal will vigorously pursue debt collection of any amounts owed to it, PayPal will never
make electronic transfers from your checking account without your express permission."

The part that says "Although PayPal will vigorously pursue debt collection of any amounts owed to it, PayPal will never

Does that mean that they will not take funds from my checking account?

It means they will deny having taken money from your checking account, then a few months later they will admit that they did take the money, but they didn't mean to.

I am just curious....how can you be certain the buyer received the item? I am not saying the process is fair or defending or attacking anyone, I just want to understand how you can be so certain that the buyer is scamming you and that the package isn't lost somewhere?

I can remember them saying "Always Free, Never a Fee."

Two years latter people still wonder if they can trust them????

This is too simple, close the account and call your bank/Credit card, No ACH from PayPal. Just tell them they are not authorized. Besides if they tried to get it from your credit card you can just charge it back and it will cost them $10.00

How can a person be a deadbeat AND claim they didn't receive a shipment? I personally don't ship anything to deadbeats since that typically means they didn't pay.

What category are you selling in that you have so many problems with bidders making false claims against you?

Of course they can be trusted...to do whatever is in their best interests 100% of the time. On this you can rely.
