Can you help, Damon? I don't really want to defect, but I'm starting to feel like I'm being forced to join the club against Paypal.
Last week I purchased (on ebay) a costume for my daughter from a seller accepting paypal, so that I could try to get it in time for halloween festivities this weekend. Since we had moved a few months ago (to a military overseas APO address), I attempted to update my paypal account before sending this payment, but the change is being refused by your verification system.
Now, my bank recently issued me a new card (& new card #) because they upgraded my account, so I tried to enter it & sure enough, still you are refusing it. I tried again, as your site suggests, using the address identical to my credit card statement (even though the zip+4 is not quite correct on it), & got a message that my credit card has been "disabled in the paypal system". I don't want to enter another credit card & I don't always want to pay from my bank account.
Do you know if this is a glitch with military addresses & what I should do to get the verification system to recognize the address?
So, now my paypal account was immediately restricted & I could not pay the seller. I followed the instructions to start the appeal process for the restricted account & also emailed the details of the difficulty updating my address. The next week has now passed & still I have not heard any response whatsoever.
Can you please help resolve this matter??

Hi splashtruck,
Please send me the account email address to [email protected]. I will see if ops can assist---credit cards go through a fairly stringent screening process...the information may be rejected from the issuing bank, thereby causing the issue you are having now.
