If the buyer in an auction is a member of paypal & doesn't have a business account or a balance in his account, can he use a CC for an eBay purchase? Is there any charge to the buyer on the transaction?
Or, does he have to have a business account or a balance in his PP account to make a purchase?

YOU DONT HAVE TO HAVE MONEY IN YOUR PAYPAL ACCOUNT,if your cc is in good standing,you can use it to send money,seller pays the fee
