Hi all,
I just wanted to give you some safety tips for buying/selling, as the holidays are extremely busy. This is a time when scam artists might be able to take advantage of you.
Here are some quick recommendations for buyers:
a) check feedback rating of user (if applicable)
b) check PayPal's Community Participation/Reputation number
c) use greater caution on higher-valued items, such as gaming systems (XBOX,PS2,Gamecube,etc),computers,digital cameras,etc.
d) if there is a question, ask the seller for contact information
e) try and avoid buying items with a ship-to-date of more than 3 weeks
f) file a Buyer Complaint (with PayPal) as soon as you are aware of a potential issue with someone using our service. Claims must be filed within 30 days of the original transaction Please keep in mind that we do not guarantee recovery of funds from a bad seller, nor do we offer protection from merchandise quality. Use the same precaution that you would if you were handing someone cash.
g) try to avoid purchasing from un-solicited emails.
h) please review PayPal's Buyer Complaint Process.
As always, please keep the following in mind with password protection:
a) do not give your password to any site asking for it. Report such sites to us immediately.
b) do not click on any links that do not direct you to www.paypal.com
c) do not make your passwords intuitive
Sellers-
a) try to follow PayPal's Seller Protection Program as much as possible, which can eliminate liability for certain chargebacks.
b) try to ship customer items quickly, as many buyers file a claim because they haven't heard back in a timely manner.
c) check your transaction logs to make sure a payment is there (when a payment notification comes through). Some people try to defraud using fake payment notices. Do not ship until you can see the transaction in your history.Wait for echecks to clear before shipping.
d) keep transactions limited to countries approved for use with our service.The following countries have high credit card fraud rates, which means any party offering to buy/ship items from there should be reviewed heavily: Russia, Ukraine, Malaysia, Thailand,Romania,etc.
e) get tracking information on the packages you send.
f) remember that PayPal's Seller Protection Program does not extend to international transactions.
***Don't forget that PayPal now offers a PayPal Debit Bar (Virtual MasterCard) that allows you to shop anywhere MasterCard is accepted with your PayPal balance. PayPal Preferred users can earn 1.5% back on their purchases with their PayPal Debit Card (not debit bar).***

What do you mean "etc"? If there is a list of foreign countries, please enumerate.
